My take is that his theory is purely linguistic, on what the word “Jews” meant before the 18th century—that before the 18th century, “Jews” was a purely geographic descriptor, and never a religious descriptor. (If my take is accurate, then at this time I think that his theory is incorrect, since I don’t know what his supporting data are.)

I don’t see his theory as claiming that there were no adherents of Judaism at all before the 18th century—only that the word “Jews” wasn’t used to refer to them then.
