The referee stops play until the crossbar has been repaired or replaced in position. If the crossbar cannot be repaired or replaced the match must be abandoned.
The substitute is sent off (red card), must leave the technical area and may not be replaced. The number of substitutions the team is permitted to make is not reduced.
The coach is cautioned (yellow card).
A substitute who excessively shows the TV signal or enters the referee review area will be cautioned (yellow card, YC).
The Practical Guidelines recommend that the referee:
allows the match to take place (with the agreement of the teams)
submits a report to the appropriate authorities
This is especially important for the lower levels of football where it is not always possible for Law 1 to be strictly applied.
