Abstract

Pervasive monitoring attacks on the privacy of Internet users are ofserious concern to both user and operator communities. RFC 7258discusses the critical need to protect users' privacy when developingIETF specifications and also recognizes that making networksunmanageable to mitigate pervasive monitoring is not an acceptableoutcome: an appropriate balance is needed. This document discussescurrent security and network operations as well as managementpractices that may be impacted by the shift to increased use ofencryption to help guide protocol development in support ofmanageable and secure networks.
