When routing devices rely on modems to effect communications overwireless links, they need timely and accurate knowledge of thecharacteristics of the link (speed, state, etc.) in order to makerouting decisions. In mobile or other environments where thesecharacteristics change frequently, manual configurations or theinference of state through routing or transport protocols does notallow the router to make the best decisions. This documentintroduces a new protocol called the Dynamic Link Exchange Protocol(DLEP), which provides a bidirectional, event-driven communicationchannel between the router and the modem to facilitate communicationof changing link characteristics.
