Abstract
This memo presents a problem statement for access rate measurementfor test protocols to measure IP Performance Metrics (IPPM). Keyrate measurement test protocol aspects include the ability to controlpacket characteristics on the tested path, such as asymmetric rateand asymmetric packet size.
