This memo defines metrics to evaluate whether a network has maintainedpacket order on a packet-by-packet basis. It provides motivationsfor the new metrics and discusses the measurement issues, includingthe context information required for all metrics. The memo firstdefines a reordered singleton, and then uses it as the basis forsample metrics to quantify the extent of reordering in severaluseful dimensions for network characterization or receiver design.Additional metrics quantify the frequency of reordering and thedistance between separate occurrences. We then define a metricoriented toward assessment of reordering effects on TCP. Severalexamples of evaluation using the various sample metrics areincluded. An appendix gives extended definitions for evaluatingorder with packet fragmentation. [STANDARDS-TRACK]
