Section 1 says:
Additionally, a Hop Limit value of 255 is often used to verify that acommunication occurs over a single-hop.
It should say:
Additionally, a Hop Limit value of 1 is often used to verify that acommunication occurs over a single-hop.
Notes:
The other Hop Limit values in this paragraph may also be mistaken.
The document treats the values 1, 64, and 255 specially, but fixing
this sentence would leave no reason for the value 255 to be treated
specially, so I expect that 255 is the value intended for another
sentence.

Hop limit set to 255 is indeed used to detect a forward operation. I.e., the RFC 6282 is correct.
