Section 5 says:

   Consider the requirement for a full mesh of LSPs linking all PEs.|  That is, each PE has an LSP to and from every other LSP.  Thus, if                                                       ^^^   there are S(PE) PEs in the network, there are S(PE)*(S(PE) - 1) LSPs.

It should say:

   Consider the requirement for a full mesh of LSPs linking all PEs.|  That is, each PE has an LSP to and from every other PE.  Thus, if                                                       ^^   there are S(PE) PEs in the network, there are S(PE)*(S(PE) - 1) LSPs.

Rationale:
