Section 6.3,pg.10/11 says:

   CAPWAP currently has no means to support roaming between ACs in an   enterprise network.  The proposed work on EAP efficient re-|  authentication addresses is an inter-authenticator handover problem   from an EAP perspective, which applies during handover between ACs.   [...]

It should say:
