Section 5.3 says:

   The FT field and the Q bit are defined in the same way as in   Section 4.1.2. The P bits are padding and MUST be set to 0.

It should say:

   The FT field and the Q bit are defined in the same way as in   Section 4.3.2. The P bits are padding and MUST be set to 0.
