Section 3.3 says:

   and if the request contains the Accept- headers     Accept: text/html:q=1.0, */*:q=0.8     Accept-Language: en;q=1.0, fr;q=0.5

It should say:

   and if the request contains the Accept- headers     Accept: text/html;q=1.0, */*;q=0.8     Accept-Language: en;q=1.0, fr;q=0.5

Notes:

(quality) parameter must be separated by ";" instead of ":".
