Section 3.1 says:

ASCCHAR    = %x21-25 / %x27-7E / UNICHAR ; Note: AMPERSAND is %x26UNICHAR    = "&#x" 2*6HEXDIG ";"

It should say:

ASCCHAR    = %x21-25 / %x27-7E / UNICHAR ; Note: AMPERSAND is %x26UNICHAR    = %x26.23.78 2*6HEXDIG ";"    ; starts with "&#x"

Notes:

It has to be a lower case "x", i.e. %x78 in RFC 5234 ABNF.
(All quoted strings in ABNF are case-insensitive.)
