Abstract

RFC 5033 discusses the principles and guidelines for standardizingnew congestion control algorithms. This document obsoletes RFC 5033to reflect changes in the congestion control landscape by providing aframework for the development and assessment of congestion controlmechanisms, promoting stability across diverse network paths. Thisdocument seeks to ensure that proposed congestion control algorithmsoperate efficiently and without harm when used in the globalInternet. It emphasizes the need for comprehensive testing andvalidation to prevent adverse interactions with existing flows.
