There are two Maestros of Flavor sitting atop a circular sponge on the northern half of the eastern edge of sublevel 1 of theSeafloor Resort. They are guarded by twoFiery Blowhogs, which should be defeated before attempting to collect this treasure, although it is not strictly necessary. To collect them, you must throw 5Blue Pikmin at each treasure.
