Executive summary: Family Research Council A "family values" kind of guy, headed the Office of Policy Development duringRonald Reagan's presidency, later went on to head the Family Research Council for ten years, increasing its budget from $1M to $14M. His Republican candidacy for nomination in 1999-2000 was a miserable failure. Widespread allegations exist that Bauer had an affair with a sweet young 26 year old staffer, not exactly in keeping with the whole family values thing.
