Califano advocated a "smoke-free" nation by the year 2000. Once famously calling billionaireGeorge Soros the "Daddy Warbucks of drug legalization", Califano currently serves as Chair of the National Center on Addiction and Substance Abuse at Columbia University, which he founded in 1992.
