the THE DAILY DISPATCH, Moline, Illinois Saturday, September 14, 1991 AS Local Milan officials express concern over added traffic By Roger Ruthhart Staff writer Milan officials said today they are concerned about the impact that increased traffic to the BFI landfill on Knoxville Road will have on the village. Village Administrator Steven Seiver said there have only been informal discussions among city officials on the issue because the landfill isn't within the village and Knoxville Road is not a Milan street. City officials have two concerns, he said. "First, we're concerned about the weight on our roads and the increased volume," said Mr. Seiver, referring to the number of additional garbage trucks traveling through the city enroute to the landfill.

There is also concern that the additional garbage to be hauled from Scott County, estimated to be an additional 30-40 truckloads a day, will result in operational delays at the landfill in getting trucks back out on their route. "We hope that the drivers won't try to make up time on the road as a result of delays in tipping," said Mr. Seiver. "But when a driver is trying to get his route done, or get his work done in eight hours, I'm afraid it is human nature to try and make up time on the road." Mr. Siever noted that the concerns have been expressed only in informal discussions and that the village has not taken any formal action or stand on the issues.

Gaughan is son of a Vegas legend By Roger Ruthhart Staff writer Michael Gaughan is the son of Las Vegas legend Jackie Gaughan and a third generation casino operator. His grandfather worked in casinos in Carter Lake, Iowa. His father started in the business as a bookie in Nebraska and became active in the Las Vegas casino scene after World War II.

Eventually he became one of gambling's most successful people, with partial or full interest in more Las Vegas casinos than any other person of his era including the Union Plaza, the Las Vegas Club, the Golden Nugget and the El Cortez. Michael Gaughan grew up in Las Vegas and went to school there, where he earned a reputation as a fair basketball player and a better street fighter. He graduated from Creighton University in Omaha, the same school his father had attended, and earned a master's degree in business at the University of Southern California. He has even taught advanced casino management in night classes at the Universtiy of Nevada-Las Vegas. Dealing school Michael Gaughan's first venture into the Las Vegas business scene was driven by the need to pay off a gambling debt, according to a 1988 story in the Nevadan.

He and partner Frank Toti had to borrow money to pay an gambling debt. To pay off the loan, they scrounged some gambling tables and opened a dealing school. Mr. Toti and Mr. Gaughan have been partners in a number of ventures since.

The profits from the dealing school financed their next venture, the 1972 takeover of the Royal Inn, a casino that had not been successful under previous owners. It was a tiny operation in a second-rate location, but Gaughan offered good food and good drinks and added a Dixieland jazz band in the afternoon. The Royal Inn became a noted local hangout, according to the Nevadan. Mr. Gaughan used his profits to become the second-largest stockholder in the Golden Nugget.

He later sold that interest and made $1 million. "If I had stayed in another two or three years, I would have made $7 to $10 million," Mr. Gaughan was quoted as saying. After a long zoning fight, Mr. Gaughan then opened the Barbary Coast.

He also has served on the Las Vegas Convention Authority. Love of racing Mr. Gaughan is known for his love of off-road racing. Through that sport he met Jerry "Terrible" Herbst, who became his partner in the Gold Coast. Mr.

Gaughan and M.R. Herbst, who made his money in the oil business, were part of a group that acquired the first major piece of Nevada sold from the Howard Hughes estate. The two sold off 55 percent of the Gold Coast in limited partnerships and built the 300-room tower. The Gold Coast helped Mr. Gaughan find his Las Vegas niche as a casino that caters to the family market.

It included an ice cream parlor, bingo, a dance hall and movie theaters. A $22 million expansion to the Gold Coast was later added. It included a bowling alley, more restaurants, travel agency and discount liquor store. The bowling alley includes several lanes with 1 bumpers rather than gutters for children who are just learning. The late-1980s expansion also doubled the size of the casino and added 850 gambling machines.

Other casino operators discovered the advantages of catering to the family as a new Las Vegas took shape. Today, Michael Gaughan contin-: ues to be successful in a town wherecorporate-run casinos are cutting. into the markets traditionally heldby gaming families like the Gaughans. "We'll outlast the corporate. guys," Mr.
