Gladys Gladys Council Has Rapid-Fire Session New Sanitation Officials Named City Council, in a rapid pacesetting regular session last night acting approved the superintendent appointment of "the Sanitation Department; received as information four resolutions submitted by the Downtown Greenville Association, and authorized transfer of cityowned properties to the State Highway Department for rightof-way purposes. Following receipt of a memorandum from the city manager, council approved the appointment of John W. Cox, former assistant superintendent sanitation, to the position of acting superintendent to fill a vacancy created by the retirement of Supt. Martin L. Frick July 31. Hallie Hunt, former sanitation foreman, was named to succeed Mr. Cox and Fred R. Matthews, formerly a motor equipment operator, was promoted to the position of acting sanitation foreman. Joe William Cox became a truck driver in the department shuffle. Leon Campell, chairman of the parking and traffic committee of the Downtown Greenville Association, submitted four resolutions pertaining to parking, which he said the association deemed a "sincere effort to make our downtown a more effective trade area and to initiate procedures to revitalize the downtown area of Greenville." The resolutions called upon city fathers to adopt a tandem parking system, eliminate parking on congested streets, enforce a maximum length of one hour parking in all metered spaces within a three-block proximity of Main Street from Elford Street through Camperdown Way, and to install signs on Main Street directing motorists to parking lots. Mr. Campell requested that any action be held in abeyance on the resolution calling for enforcement of the one hour parking limit pending further study by the association. REFERRED IN STUDY The resolutions were referred to the public safety committee for study. Three Negro women appeared before council to inquire what action, if any, had been taken by the health, welfare and recreation committee to open Green Forest Park and swimming pool. Christine Johnson told aldermen she was concerned not only with the opening of the pool, but with the park as a whole. She pointed out there are no available spots for picnic tables or cookouts due to the construction of a new school building in the area. "I have noted with interest recent announcement of the opening of a new community pool," she said, "but what I am Perkins, and McIntyre side side Kerrigan southwest and lot, John $3,200 ship, mortgage. The properties involved included an approximate 50-foot strip between Whitmire Street and Reedy River and property given the city by the Fidelity Corp. on College, Elford and Townes streets. In separate motions, authority to dispose of the Whitmire Street property was granted, and similar authority w a s granted for College, Townes and Elford streets property with the stipulation that parking restrictions currently imposed would be removed. Aldermen formally approved a recommendation for sale of the railroad spur track at Donaldson Center to Southern Railway Co. for $125,000, and referred to committee study a request by Ervin Jackson Jr., vice president of Ivey's of Greenville department store, to construct and install a canopy over the store's side entrance on E. North Street. In other action, council passed on final reading an ordinance designed to impose a $3 fee for occupancy permits; passed on first reading an ordinance to adopt the new City Code; and approved a favorable recommendation by the Planning and Zoning Commission for construction of an office building by Mayor George Coleman of Travelers Rest in a "D" multiple-family residential zone at 334 W. Stone Ave. The recommendation was approved with the condition that the builder comply with all regulations of City Code. Fred N. McDonald, attorney representing Mr. Coleman, appeared before council with building plans for the structure.
