A KCCC-TV spokesman said ABC had informed the station it would not negotiate with KOVR about affiliation until after the federal communications commission has decided whether KOVR could move its transmitter from Mount Diablo to Butte Mountain near Jackson, Amador County. An FCC hearing is scheduled March 12th. Norrie West, KOVR publicity director, said Terry H. Lée, KOVR general manager, signed the affiliation agreement in New York City yesterday. West said station officials do not know if ABC programming will start on channel 13 February 17th or when the network's full programming will be available. The KCCC-TV spokesman said the station, owned by Lincoln A. Deller who also owns Sacramento radio station KXOA, plans to protest the ABC affiliation for KOVR.
