CBS Topples From No. 1 in Ratings Race BY ANN HODGES TV- Radio Editor *CBS has been leading the ratings war for the past 14 years, but now the mighty has fallen. The victor toppled to third place in the first reports on audience numbers for its own premiere week. From Sept. 22-28, NBC ran first, and 1 ABC was nipping at the peacock's feathers for a close, second. The first 70-city ratings survey represents 67 percent of the viewing public, end CBS is expected to make a better showing when the national Nielsen survey reports figures for the whole country Monday. In the comparable period last year, CBS was leading, and placed 11 of its shows in the top 20. At that time, the Nielsen city survey included only 30 cities, representing 50 percent of the viewing public. Movies and specials were the big draws this go-round, with Bob Hope's NBC special taking No. 1. In second spot was ABC's Sunday Night Movie ("'Nevada Smith"), followed by a tie between NBC's Flip Wilson special and NBC Saturday Movie ("Shenandoah"). Filling out the top 20 were CBS' Charlie Brown special, ABC's Marcus Welby M.D., NBC's Bill Cosby Show, CBS Friday Movie (second half of "Guns of Navarone"), NBC's Laugh-In (the old No. 1 is now down to No. 9), ABC Movie of the Week ("'Seven in Darkness"), NBC's Walt Disney; ABC's Room 222, NBC's Ironside (the two-hour special edition beat out the first half of "Guns of Navarone"), TV Scene THE NEW ARRIVALS -Beverly Garland plays a widowed school teacher, and Dawn Lyn is her daughter in tonight's seasonal premiere of My Three Sons, 7:30 on Ch. 11. They're joining the cast of regulars, with a wedding scheduled later this fall. L' ready set -for Dec. 14. And in January he'll be hopping over to London to film a gins a new season of scouting out talented scholars, today at 5 on Ch. 11. . The first black religious series to be presented in Houston will debut at 7:30 a.m. Sunday on Ch. 39. It is the Gospel Melody Hour, with the Rev. W. Leo Daniels, pastor of the Greater Jerusalem Presbyterian Church as host, Mrs. Ner. arro Dean Daniels as soloist; Gloria Jean Harrison, music director, and the Daniels Gospel Chorus. Ch. 2 moves. coach Wally Lemm up to 11:30 a.m. Sunday, to make room for the noontime AFL game (Jets - Patriots) and the Major League playoffs at 3 p.m. Monday's playoff games start at noon on Ch. 2. Ch. 13 opens a new season of ABC's fine Discovery series for children at 1 p.m. Sunday, with the first feature devoted to "Exploring the Valley of Mexico". . A wire from Bill Cosby: "How you doin'? I'd like to call your special attention to the Cosby show (naturally) this Sunday (7:30 p.m. on Ch. 2). We've shot 20 shows so far this season, and of all of them this episode, 'A Girl Called Punkin', is my personal favorite. I think after you see it, you and your readers will know why. Thanks." Punkin', by way, is 8-year-old Arlyce Baker, the daughter of a Los Angeles sheriff's department officer, and she never acted before in her life. • The first topic on NET's new series featuring The Advocates (9 p.m., Sunday on Ch. 8) is "Should Smog - Plagued California Ban the Internal Combustion Engine?" and state Democratic leader Jesse Unruh will be the decision maker.
