Review Board Rejects WLCY Tower Proposal A review board for the Federal Communications Commission (FCC) has upheld a recommendation by an FCC examiner denying WLCY-TV's bid to move its telecast tower in an effort to increase its coverage area. The review board's decision written by Joseph N. Nelson states: "... the Examiner's conclusion that a grant of the WLCY application would not serve the public interest must Little Theatre Will Present Two Musicals The St. Petersburg Little Theatre will be doing two musicals next season, instead of the one they have been producing for the past three seasons. Besdies the big musical, which will play for three weekends around Labor Day, the theatre group will produce a smallcast musical in place of a comedy during February 1970. Neither of the musicals have been selected yet. There will be no old-fashioned melodrama performed this summer, but the group does plan an avant garde play in July. At present, Sari Stamm and Bernie Friedkin are rehearsing for the March 4 opening of the comedy "The Owl and the Pussycat." be affirmed for the reason, standing alone, that such a grant would have an adverse impact on UHF television services in the area; and for the separate reason . . that sufficient grounds have not been shown that a waiver of the Commission's separations rule is not warranted." The board noted also that there are two operating UHF stations in the St. Petersburg area (WTOG and WSUN), and two that are authorized but not on the air. It said that WSUN-TV in 1965 lost its ABC affiliation to WLCY-TV and "now relies for economic survival upon a power increase authorized in 1967." Under the WLCY proposal, the board said, WSUN would lose "a marginal coverage advantage which may spell the difference between survival and failure." WLCY wants to move the antenna from its present location near Tarpon Springs to a point near Riverview, where a 1,548-foot tower would be constructed. The new tower would enable the station to reach 400,000 television homes. The second reason stated in the board's decision refers to the FCC separation rule that no two stations operating on the same frequency may be within 220 miles of each other to avoid interference. WLCY's proposed tower site would put it only 182 miles away from WLBW-Channel 10 in Miami. Sam Rahall, president of WLCY, sees the board's decision as another slap at the concept of free enterprise. "I don't believe the government should give advantages to one side or the other in business," he said. "It's my belief that the best survive and the weakest die." Rahall feels optimistic about the final outcome of the battle. He said the final decision on the proposal rests with the commission and "it wouldn't be the first time the commission has disregarded recommendations by its examiners and review boards."
