Koover is aKoopa Troopa who spends most of his time hanging around in front of theKoopa Village Toad House inPaper Mario. He is fishing friends withGoompapa,Muss T. andFishmael.

Mario andGoombario are greeted by Koover when they initially travel to Koopa Village. He also warns them of theFuzzies attacking the village, before getting hisshell stolen by a Fuzzy. Mario can attack the Fuzzy with hishammer to regain Koover's shell.

Koover partakes in a long chain ofletters Mario andParakarry can optionally deliver by first receiving a letter from Muss T. and sending one of his own to Fishmael, who writes back to him. Koover then has Parakarry give one of his letters toMr. E, at which his role in the letter relay ends. Earlier in the game, though, Koover also senta letter toKooper through theToad Town Post Office, revealing that the two are good friends.
