Despite four challenging months, I’m so proud of our team at the CSG Justice Center for releasing a steady string of data analysis, smart strategies, and inspiring examples to fuel the efforts of leaders across the country advancing safety and justice. ICYMI:💥 Our data team turned 70+ data sources into 50 state snapshots of justice, health, budget, and workforce trends with interactive data visualization. 💥 We launched the Collaborating for Youth and Public Safety Initiative in partnership with six states: California, New Mexico, New York, Ohio, Oklahoma, and Rhode Island. 💥 Our Expanding First Response Commission is releasing recommendations for how state leaders can strengthen local community responder programs. 💥 Nearly 800 reentry leaders joined us in July to hear from members of congress working to reauthorize the Second Chance Act, review the latest data on reentry outcomes, and hear how Missouri and North Carolina are working to achieve bold goals by 2030. 💥 Our latest round-up of data on supervision violations found that 110,000 people went to prison for technical violations in 2023, costing taxpayers an estimated $3 billion. 💥 We celebrated a decade of learning through Stepping Up what works to tackle the shared crisis of meeting the behavioral health needs of people cycling through county jails. 💥 Our policy analysis equipped leaders in Alabama to design and enact a bipartisan workforce law to remove employment barriers for people with criminal records, all part of the state’s Reentry 2030 goal to connect more people leaving prison to employment. 💥 Reentry success should be measured by more than just not returning to prison. Employment, housing and health are among the areas for broader metrics we suggest in a new brief.💥 Our Advancing Data in Corrections Academy launched a series of self-paced courses for corrections analysts to learn skills like calculating recidivism rates, data quality fundamentals, and more.💥 More behavioral health resources are available for local criminal justice systems thanks to Medicaid Reentry waivers, opioid settlements, and more state and local investment. The opportunities and risks at stake with how these services are deployed are “once in a generation.” We estimated how many people could be eligible for new Medicaid-billed services across 19 states.

Here are some excellent recommendations from Sam Pressler and Pete Davis for how civic leaders can activate a sense of belonging, agency, and shared responsibility within neighborhoods:1) Support the creation of more microspaces for neighborhoods to organically come together, ranging from the commercial (e.g., micro-pubs, micro-cafes), to the public (e.g., micro-parks, community gardens), to the civic (e.g., shared tool sheds). Municipalities, potentially with support from philanthropy, can purchase homes or lots in neighborhoods and convert them into communal spaces. These communal spaces could range from micro-parks and community gardens, to community clubhouses and kitchens, to workshops and tool libraries. Local policymakers can also reform zoning laws to allow for more community-oriented small businesses within residential neighborhoods. This could be as simple as adjusting zoning laws to enable a select number of micro-pubs and micro-cafes to be built within each neighborhood, to creating a new zoning classification specifically for “third spaces” or “community spaces.” 2) Establish microgrant programs for neighbors to connect with neighbors, hosting block parties, barbeques, community dinners, and neighborhood improvement projects. Cities and towns can offer microgrants for neighborhood activation, enabling neighbors to host a wide range of activities that bring people together, such as block parties, barbeques and dinners, play streets, welcoming activities, and other community gatherings. Microgrants can also support block and neighborhood improvement initiatives, contributing to cooperation among neighbors and the betterment and beautification of their neighborhoods. These microgrants could be small in size ($250-$1,000), high in volume, and easy to access. 3) Create formal neighborhood leadership roles to encourage more cooperation and connection, both among neighbors and between neighbors and local government. Such neighborhood leadership positions for local residents—akin to DC’s Advisory Neighborhood Commissions and Philadelphia’s Block Captains—can serve as a mediating layer between government and residents. These part-time or volunteer neighborhood leaders would coordinate within the neighborhood and connect neighbors to one another, helping to organize things like microgrant-funded initiatives and block clean ups. For the last year, we at the Bipartisan Policy Center (Grace Klinefelter, in particular) and The Elections Group have been researching the state-level training available to election officials across the country. Some of our recommendations are that:- States should have state-level training programs (43 of them do)- Programs should offer training specifically for new officials (22 do)- Programs should offer advanced training for experienced officials (10 do)We also offer guidance on a few other considerations for states that are planning their programs: whether the programs should be in-person, where and how frequently should trainings be held, etc.This is the first report endorsed by BPC and TEG's Election Workforce Advisory Council, an incredible group of experts on the election workforce!Check out the fully web-native report here. Massachusetts Competitive Partnership was at the State House for #DigitalEquityDay, standing alongside Alliance for Digital Equity and more than 200 coalition partners from across Massachusetts to call attention to the urgent need for reliable, affordable internet access.The conversations made one thing clear: whether applying for a job, seeing a doctor, enrolling in school, or staying connected to family, digital access is the infrastructure behind it all.Three priority bills were the focus of the day:•S.2318 / H.3527 – A $15/month broadband plan for low-income households (led by Sen. Pavel Payano, Rep. Lindsay Sabadosa and Rep. Rita Mendes)•H.100 – Establishing a statewide credentialing commission for Digital Navigators (filed by Rep. Lindsay Sabadosa)•S.763 / H.1130 – Expanding equitable telehealth access and digital support for patients (led by Sen. Adam Gomez Sr., Rep. Lindsay Sabadosa and Rep. Marjorie Decker)The day brought real stories to the forefront. Sen. Payano recalled his mother’s students doing homework on their phones due to the lack of home Wi-Fi. Rep. Sabadosa shared the experience of a constituent who, without internet, had to complete unemployment training by landline to keep his benefits. Sen. Gomez spoke to the inequities exposed by COVID-19, stressing the need for policies that expand telehealth access and digital literacy alike. Together, the message was clear: digital inequity cuts across geography, age, and income, and we need trusted guides like Digital Navigators to bridge the gap. As Kathy Bisbee of Alliance for Digital Equity put it: “Digital Navigators are like community health workers for technology -- ensuring no one gets left behind.”MACP has long recognized that digital equity is key to Massachusetts’ competitiveness. As an innovation-driven state, we cannot afford to leave residents behind in a digital world. We partnered with MassINC on research, including the "Connecting Communities" (2022) and "Connected Communities" (2023) reports, which illuminated key access gaps and solutions. Those insights helped pave the way for actionable programs like Massachusetts Broadband Institute's Residential Retrofit Program, launched in 2024. With $38.9 million already committed statewide, the program is modernizing broadband in over 27 affordable housing developments. The first site, Bay Meadow Apartments in Springfield, went live in June 2025, offering residents gig-speed service, free laptops, and resident training.
