About us

The Sovereign Tech Agency supports the development, improvement and maintenance of open digital infrastructure. Our goal is to sustainably strengthen the open source ecosystem. We focus on security, resilience, technological diversity, and the people behind the code.We often don't notice how much our lives depend on digital infrastructure until it stops working. But making it available, accessible and secure is key for digitalization in the public interest.The Sovereign Tech Agency invests in open digital infrastructure. We understand open digital infrastructure to be foundational technologies that enable other software to be created. These trusted components, for instance libraries and standards, are openly accessible and free to use. As a result, open digital infrastructure is critical for innovation and competitiveness, and forms the foundation for digitalization across sectors.The open source ecosystem, while incredibly successful, is also increasingly fragile. Many more people are using the software than contributing to it. It is time to invest in digital commons, volunteer communities and the open source ecosystem to build the digital world we want to see. We are working to strengthen the self-determined use and design of digital technologies and systems — by individuals, industry, and governments.   • Open Source in der Sportstadt Erfurt: Zum Auftakt des 11.Bitkom Forum Open Source stellte Thüringens Staatssekretär für Inneres, Norman Müller, klar, dass Digitale Souveränität kein Sprint, sondern ein Marathon ist.In ihrer Opening Keynote betonteAdriana Groh, “Wir haben den Sovereign Tech Fund genau zur richtigen Zeit initiiert – zu deutlich hatten multiple Krisen unsere digitalen Abhängigkeiten offengelegt. So wie wir Bildung, Gesundheit und physische Infrastruktur als Basis unserer Demokratie betrachten, müssen wir auch digitale Infrastruktur als öffentliches Gut verstehen und pflegen.   • Open source in Erfurt, the city of sports: At the start of the 11thBitkom Forum Open Source, Thuringia's State Secretary for the Interior, Norman Müller made it clear that digital sovereignty is not a sprint, but a marathon.In her opening keynote,Adriana Groh emphasized, “We launched the Sovereign Tech Fund at exactly the right time, multiple crises had exposed our digital dependencies all too clearly. Just as we consider education, health, and physical infrastructure to be fundamental for our democracy, we also need to understand and maintain digital infrastructure as a public good. With the Sovereign Tech Fund, we invest in the technologies on which we depend.”In the opening panel “Open source and digital sovereignty”, there was broad agreement that open source is a way to cooperate: only when society, technical communities, and industry work together is it possible to build a digital future based on autonomy and self-determination.Felix Reda made it clear in his talk: our digital infrastructure continues to be a blind spot. This is precisely why the Sovereign Tech Agency is considered a model of success worldwide – and a blueprint that needs to be scaled up, especially at the EU level.The discussions around the ever-present topic of AI development made one thing clear: our digital infrastructure will become a serious challenge in the coming years if we do not secure and expand it. The demand, especially driven by AI, will continue to grow.
