On December 1, the 24th session of the ICC Assembly of States Parties is starting in The Hague!🚨Check outHuman Rights Watch recommendations to the Assembly and states parties for the upcoming Assembly session:https://lnkd.in/e6fHMfywHere are the main areas of action at the session:1⃣ Defending international justice in the face of ongoing threats and attacks, including sanctions by the United States government targeting the ICC and those supporting its essential work. States parties have a responsibility—and the ability—to push back and protect them. This means:➡️Ensuring adequate political support - Speak up in defense of the ICC and civil society, and against efforts to undermine their critical work for justice; and➡️Putting in place concrete measures to minimize the effects of coercive measures, including sanctions against the court, its officials, and those cooperating with it (e.g., EU Blocking Statute).2⃣ Robustly responding to non-cooperation in the face of some states parties failing to uphold their obligations to arrest and surrender individuals wanted by the ICC:Italy👉Njeem (Libya situation)Hungary👉Netanyahu (Palestine situation)Tajikistan👉Putin (Ukraine situation)It is critical for states parties to raise the political cost of non-cooperation both individually, in their bilateral relations with the concerned states, as well as through the Assembly as a whole.3⃣ Providing the ICC with the resources it needs in its regular budget to build the necessary resilience, while also continuing to robustly carry out its global mandate. At the Assembly session, states parties should:✅ Adopt an adequate annual budget for 2026; and✅ Raise the notional level of the Contingency Fund level and allow for its automatic replenishment (this will help ensure the court has the necessary flexibility to continue executing its mandate in an extremely uncertain operational environment).#ASP24#JusticeMatters#NGOVoices
