Mystery group purchases 50,000+ acres in Solano County. Why it's raising federal concerns

Mystery group purchases 50,000+ acres in Solano County. Why it's raising federal concerns
PLANS MAY POSE A NATIONAL SECURITY THREAT. IT’S BEEN A YEARS LONG PROCESS. THEY WERE MAKING OFFERS ON AG LAND WAY ABOVE MARKET AND THEY WERE OFFERING VERY, VERY GENEROUS LEASE TERMS TO THE SELLERS. AND NOW FLANNERY ASSOCIATES, LLC OWNS OVER 50,000 ACRES IN SOLANO COUNTY, MAKING THEM THE COUNTY’S LARGEST LANDOWNERS. THE LAND REMAINS UNDEVELOPED, MAKING LEADERS UNCOMFORTABLE AS THEY TRY TO UNDERSTAND WHO IS BEHIND THE MASSIVE LAND PURCHASE. IT’S JUST IT’S DISCONCERTING TO ME, ESPECIALLY IN RIO VISTA, BECAUSE THE FLANNERY PURCHASES SURROUND OUR CITY AND IT BASICALLY JUST LIMITS ANYTHING WE CAN DO IN TERMS OF EXPANSION WITHOUT ADDRESSING THEIR PROPERTY. BUT THIS MAY CHANGE THIS WEEK. FAIRFIELD RESIDENTS STARTED RECEIVING A SURVEY VIA TEXT MESSAGE WHICH MENTIONS A NEW PROJECT THAT WOULD INCLUDE A NEW CITY WITH TENS OF THOUSANDS OF NEW HOMES. THE OFFICE OF CONGRESSMAN JOHN GARAMENDI SHARED SCREENSHOTS OF THAT SURVEY WITH KCRA. HE BELIEVES THAT NATIONAL SECURITY COULD BE COMPROMISED. AND SINCE PART OF THE LAND THAT FLANNERY BOUGHT IS ADJACENT TO THE TRAVIS AIR FORCE BASE IN FAIRFIELD, IT TURNS OUT THAT THEY ARE A AN LLC THAT IS INCORPORATED IN DELAWARE, AND IT IS TOTALLY OPAQUE. WE HAVE NO IDEA WHO THE MANAGERS ARE. WE HAVE NO IDEA WHERE THE $900 MILLION IS COMING FROM THAT HAS BEEN USED TO PURCHASE. 55,000 ACRES OF LAND. THE CONGRESSMAN ADDS THAT EVERYTHING ABOUT FLANNERY IS SUSPICIOUS FROM THE LAND THEY’VE ACQUIRED TO WHAT HE CALLS A MOBSTER. TACTICS TO GET LANDOWNERS TO SELL THEIR PROPERTIES AND MAKING THEM PAY TENS OF THOUSANDS OF DOLLARS TO PROTECT THEIR LAND. THEY ARE SUING LANDOWNERS WHO DON’T WANT TO GIVE UP THEIR GENERATIONAL FARMS. THEY FARMED THIS LAND FOR MORE THAN 150 YEARS, ONE GENERATION TO THE NEXT, AND YET THEY’RE SUING THESE FARMERS FOR CONSTRAINT OF TRADE THROUGH A SOCIAL MEDIA POST. KATHERINE MOY, MAYOR OF THE CITY OF FAIRFIELD, SHARED THAT THE AIR FORCE BASE IS THE LARGEST ECONOMIC DRIVER OF SOLANO COUNTY, AND IF COMPROMISED, IT WOULD DEVASTATE NORTHERN SOLANO COUNTY, WHICH BRINGS NEARLY $3 BILLION ANNUALLY TO LOCAL ECONOMIES. Earlier story below:

It's been a years-long process and now Flannery Associates, LLC owns over 50,000 acres in Solano County.

The land – which Flannery started purchasing around 2018 – remains undeveloped, making leaders uncomfortable as they try to understand who is behind the massive land purchase and the reasoning behind it.

Rio Vista Mayor Ronald Kott says that it's especially concerning because Flannery purchases surround their city and it limits anything they can do in terms of expansion without addressing their property.

"They were making offers on agricultural land way above market rate and they were offering very generous lease terms to the sellers," Kott added about the purchases.

According to multiple officials, in cases where landowners don't want to sell their land to them, Flannery is suing them for a "constraint of trade," which is purportedly making some landowners either sell their properties or pay tens of thousands of dollars as they lawyer up to protect their land.

Flannery owns between 30 to 40 acres of land within Rio Vista city limits and while it has yet to have any development, that may soon change.

The purchased land stretches between Dixon and Fairfield.

According to asocial media post by Fairfield Mayor Catherine Moy this week, residents started receiving a survey via text message which mentions a new project that would include a new city with tens of thousands of new homes, a large solar energy farm, orchards with over a million new trees, and over 10,000 acres of new parks and open space.

Moy added that the Air Force base is the largest economic driver of Solano County and if compromised, it would devastate northern Solano County, which brings nearly $3 billion annually to local economies.

The office of U.S. Congressman John Garamendi shared screenshots of the survey to KCRA 3 which begins with the description of an initiative that could be on the ballot in Solano County next year.

The survey asks residents to indicate whether they support different parts of the project. There are five options that range from "don't know" to "much more likely."

Garamendi says the FBI is now investigating amid beliefs that national security could be compromised since part of the land that Flannery now owns is adjacent to the Travis Air Force Base in Fairfield.

Who is behind the business at Flannery Associates LLC?

"Turns out that they are an LLC that is incorporated in Delaware and it is totally opaque. We have no idea who the managers are. We have no idea where the $900 million is coming from – that has been used to purchase 55,000 acres," Garamendi told KCRA 3.

The lawmaker adds that this seems eerily familiar to the foreign purchase of 370 acres of land near the Grand Forks Air Force Base by a Chinese company. That project was stopped by lawmakers after the Air Force raised concerns about a security risk.

Several mayors in cities in Solano County told KCRA 3 over phone calls that they are all in close communication regarding this matter and none have been able to speak with anyone from Flannery Associates LLC.
