The General Assembly is the final authority which determines all matters concerning the Olympic Council of Asia (OCA).
It also holds specific power to enforce the fundamental principles, objectives, rules, regulations and bye laws which are laid down in the OCA Constitution.
The OCA General Assembly is mainly comprised of the member National Olympic Committees (NOCs) of the OCA, who are entitled to vote.
It also includes the OCA Executive Board members, the Honorary Life Presidents and vice-presidents, the honorary life members, International Olympic Committee members in Asia, and the chairman and secretary general of the upcoming Asian Games Organising Committee.
They are not entitled to vote.
The voting power lies with the OCA-affiliated NOCs of Asia, who have one vote each.
These are normally represented by up to three delegates.
Others may attend but they will not have voting powers.
These include the President or secretary general of the General Association of Asian Sports Federations, one representative of the international sports federations, who may be from Asia, and Asian sports federations.

Husain Al Musallam was placed in charge of day-to-day affairs at the Olympic Council of Asia after taking on the key role of director general in September 2005.
In August 2023, he stepped aside from the role amid an International Olympic Committee investigation into the OCA's Presidential election - of which he was a candidate.
Vinod Tiwari is now director general on an interim basis.
Kuwait's Al Musallam joined the OCA in 1984 and became deputy director general and technical director in 1998.
In 2003 he joined the Executive Board with the director general position seeing him coordinate with all of the OCA's affiliated NOCs.
An airline pilot, Al-Musallam has been involved in sport for his entire life.
He is a former champion swimmer, with his specialist discipline breaststroke, and he was elected as President of the International Swimming Federation (FINA) - now known as World Aquatics - in June 2021.
He was previously FINA's first vice-president. His work has seen him awarded the FINA Gold Pin.
