X-40 was aForerunner planet. Sometime after theHuman-Covenant War, theUNSC discovered the planet, and used different locations on the planet fortraining simulations of theSPARTAN-IVs.^[1]

Given the installation's naming and appearance, it may be anorbital reformer.
