Metarchy

Ametarchy was a vast network ofForerunnerartificial intelligences composed mostly ofancillas andmonitors, and was coordinated by ametarch-class ancilla. Most of the ancillas in a metarchy were disembodied and never assumed visible form.[1] There were several significant metarchies, including theCouncil metarchy located at thecapital and the metarchy used bythe Librarian.[2] The Council metarchy answered to the Forerunnerchief councilor,[3] and coordinated all operations within the capital, including its defense.[4]
