QOA Decoder

A decoder for Quite OK Audio Format (QOA). Supports any channel count, the specification documented streaming format, tagging, sample-accurate seeking and allows overriding format-specified default channel mapping with WAVEFORMATEXTENSIBLE_CHANNEL_MASK tag field.
Current version: 0.2, released on 2025-11-05
Change log:
- Added length reporting for local files that use the streaming format.
- Added samplerate and channel count reporting for local streaming files that retain the same specs throughout the file.
- Added codec_profile for streaming tracks.
Supported systems: Windows 32-bit, Windows 64-bit.
Works with foobar2000 v1.6 and newer
