Nominated by Jimmy Carter on February 6, 1979, to a new seat authorized by 92 Stat. 1629. Confirmed by the Senate on April 24, 1979, and received commission on April 26, 1979. Served as chief judge, 1989-1995. Assumed senior status on January 1, 1996. Service terminated on September 21, 2008, due to death.
