Regulation knickers, or Buruma in Japanese(=translation of bloomers) are not worn in Asian countries except Japan.

In European schools in the 50s to 70s, a strict dress code was in force, Regulation 'GymKnickers' in navy blue, dark green, maroon or dove grey were compulsory as standard day wear and for PE.

The most famous country where the regulation knickers were worn in PE class is, The UK.
I believe the people in the UK have a strong philosophy on uniforms in general.

Recently I found several photos of old PE class in Czech Republic.

I've visited Czech, formally 
Czechoslovakia, twice in late 80s and mid 90s.
The atmosphere was totally different before and after the Velvet Revolution, which ended 41 years of communist party's rule in this lovely country.

However, it is a pity we can't look at the girls wearing regulation knickers in PE anymore.

I was researching knickers from a standard web search and this old report you made came up!

This is a great article and I can inform you that there are still a lot of instances of knickers being worn in UK schools and universities.

Often they are wearing shorts which are so small and tight they easilly become knickers by default.
