The man called in last year to analyze the problems of the National Weather Service will now be in charge of fixing them.

Retired Air Force Gen. John J. Kelly was named Thursday to become the 13th director of the Weather Service, effective Feb. 26.Kelly said he was "honored" to be chosen.
