2025 Water Meter Replacement Project
“Improving our Water Service to You”
The Town of Brookline is continuing efforts to improve water service by upgrading water meters and the corresponding reading device that have little to no battery life. This project began the summer of 2024 starting with our large size meters (1.5” and above). While we continue to work on replacing the large meters, we are going to begin working on changing out our small size meters (5/8”-1”). These upgrades are mandatory and include features that will support the Town’s goals of improved customer service and reduced water loss.
This upgrade is mandatory, the meter and reading device is supplied and installed at no cost to the water customer.
Installations will be performed geographically: mailed notifications, scheduling, and meter replacements will be performed by the Town’s meter installation contractor, Hydro Utilities. If you have not received a notification, Hydro Utilities is not currently working in your area, or you do not require a replacement at this time.

- The mailed notification provides directions to complete scheduling online or by telephone.
- The mailed notification provides a unique work order and service number necessary to complete the scheduling process.
Appointments
- Go online to brooklinemeters.com, and enter the Work Order # and Service # found to the right of your address above to log in and schedule your appointment.
OR - Call Hydro Utilities toll free at1-866-983-8080 Monday through Friday between the hours of 8 am and 4 pm. Provide the Work Order # and Service # found to the right of your mailing address above.
Please note prior to scheduling an appointment for a meter replacement:
- Appointment will be dependent on meter size.
- A skilled technician will need to enter the premises and locate the meter; most meters are located inside on the lowest level of your business or residence on the street side of the building.
- Please make sure the area around your meter (5-foot radius) is accessible prior to the scheduled appointment.
- There will be a brief disruption in water service.
- Someone over the age of 18 must be present for the duration of the appointment.
Meter Replacement Installation Process
- The technician will enter the premises, locate the water meter, and turn off the water for a brief period while the meter is replaced with a new meter.
- The new meter will be connected to the reading device and replaced in the same location, if possible.
- The technician will briefly test the new meter and confirm the replacement is complete. They will clean up the work area and restore the area to its original condition.
- All Hydro Utilities employees will have a photo ID badge and drive clearly marked vehicles. Do not allow any stranger into your home without a photo ID badge. Please call Hydro Utilities to verify your appointment if you have any doubts.
- Before leaving the site, the property owner will be provided with information on the status of the visit, as well as an informational pamphlet.
- In rare cases, the installation technician may not be able to complete the meter replacement due tounsuitable plumbing conditions orlimited access to the meter or reading device. The property owner is responsible for maintaining the water service on their property including the plumbing within the building.
- Why is the DPW replacing large meters and reading devices?
- There are approximately 750 active large water meters and 7,000 small meters that exist in the Town’s system, of which the majority were installed between 2006 and 2008. Water meters are subject to wear and tear, and over time begin to lose their accuracy.
- The Department of Environmental Protection’s (DEP) Guidelines and Policies for Public Water Systems state that the normal life expectancy of water meters ranges from 7 to 15 years.
- The new meters and reading devices will improve utility customer service, enhance the ability to monitor and control utility resources, and maintain fair/equitable billing for water customers.
- Do I need to do anything to prepare for the installation?
- Always keep a 5-foot unobstructed radius around the meter and reading device.
- Someone over the age of 18 must be at the property for the duration of the appointment to allow the installers inside access to the existing meter.
- To help keep everyone safe, pets will need to be secured during installation.
- Do I have to participate in the program?
YES, this is a mandatory meter replacement program.
- Do I need to maintain the new meter?
- No. Do not tamper with, modify, or relocate the meter or reading device. If you have any concerns, please contact the Water and Sewer Department.
- Please ensure that your water meter does not freeze in the winter.
- Will this change my bill?
No, the billing rates will remain the same.
- How does the water metering system work?
The water metering system consists of a small reading device mounted above the meter within the building that is connected to the water meter. The small reading device sends the meter reading to the Town’s meter reading software via the fixed-network Advanced Metering Infrastructure (AMI) system.
