Introduction
Bureaucracy is a staple for the society we live in. the definition of bureaucracy defined by Max Weber is that is constitutes the most efficient and rational way in which one can organize human activity, and that systematic processes and organized hierarchies were necessary to maintain order, maximize efficiency and eliminate favoritism. We see this in our businesses, government, schools, hospitals, banks, and every aspect of our society. There are always hierarchies in every aspect of life that show us who is in charge and has the power, and the ones below them. This system brings order and puts people in place to have an efficient society. Commonly,bureaucracy shows the hierarchical structures in a negative light due to the absence of individual freedom of initiative and the overuse of delegation. “Bureaucracies generally reward compliance, not defiance. In bureaucratic settings, one does not typically advance by being the defiant, rugged, and fiercely independent individualist of American folklore, but by going along to get along, being a team player, following the rules and procedures, and slowly climbing the bureaucratic ladder one step at a time” (McNamee and Miller 2013:171-172). In the Film “Office Space” bureaucracy is shown in a company called “Initech”. The film is about a computer programmer named Peter Gibbons who is a rather depressed individual who hates his job.     There is a plethora of criticisms about the effectiveness of the Bureaucracy. Even during the 19th century, as Wilson writes, the Post Office “was an organization marred by inefficiency and corruption”.     Like many words in the English language, bureaucracy has been twisted over the years to mean something different; much like how awful went from meaning “full of awe” to “very bad or unpleasant”. In And the Band Played On, we see organizational practices that obstruct progress referred to as “bureaucratic”, when the official definition refers to a system of governance where state officials make important decisions instead of representatives. A complete switch in how we see our administration and governmental organizations occurs because people do not trust their leaders. This fear of the unknown is the central theme of the movie and relates back to the United States governance: of the people, by the people, for the people. When the public deems that they are not making the important decisions, then bureaucracy has turned on its head and the ironic use becomes the true pronouncement.

These characteristics include, hierarchical authority structure, a division of labor, written rules, written communications and records, and impersonality and replaceability.     The last characteristic of Weber’s Bureaucracy is that official positions exist in their own right and the job holders have no rights to a particular position. Therefore when an individual applies and accepts a job in the public service, they can be assigned to anywhere; any area, any position. Persons can ask to defer, however, ultimately that is your position as assigned by the bureaucracy. For example, a teacher can be assigned to a school in Trinidad and Tobago regardless of their home town; a doctor can be assigned to a hospital, once there is a position to be filled. Also, when public servants are applying for vacation, it does not mean that their application will be accepted, but it is dependent on their line supervisor and Head of Department to determine if that person can be released at the time they applied for.
