(1) The Governor may from time to time appoint anynumber of officers so that the entire number shall not at any one time exceed22 who shall be entitled to be electedmembers of either House of theParliament and to sit and vote therein.
(2) Such officers shall be responsible Ministersof the Crown andmembers of the Executive Council, and ten at least of suchofficers shall bemembers of the Council or theAssembly.
(3) Not more than six of such officers shall atany one time bemembers of the Council and not more than 17 of such officersshall at any one time bemembers of theAssembly.
