He served in the Kansas House of Representatives 1872-1877, 1905-1906, in the Kansas State Senate 1881-1884, and Mayor of Winfield 1887-1888. A biography of William appears in the book, "History of Cowley County, Kansas" Vol. I, by Richard Kay Wortman and Mary Ann Wortman, 1996.
