About the Author
Lisle A. Rose holds a Ph.D. in American history from the University of California, Berkeley, and is the author of fourteen books, includingExplorer: The Life of Richard E. Byrd and thePower at Sea trilogy, all published by the University of Missouri Press. Over the course of his life, he has been a sailor, a professor, a diplomat, and a court-appointed special advocate for at-risk children. He lives in Edmonds, Washington, with his wife, historian Harriet Dashiell Schwar.
Full bio:Lisle A. Rose (b. October 23, 1936) is a retired U.S. State Department official, former university teacher and author of 14 books. Following three plus years in the United States Navy as a polar sailor, Rose received his B.A. degree from the University of Illinois in 1961 and his Ph.D in American history from the University of California Berkeley in 1966. Following several teaching positions, he joined the State Department’s Historical Office in 1972 where he spent the next five years editing various compilations in the ongoing series, Foreign Relations of the United States. In 1978, Dr. Rose transferred to the Department’s Bureau of Oceans, International Scientific and Environmental Affairs where he served first as Polar Affairs Officer and then as Advanced Technology Affairs Specialist. During these years, he was a member of the U.S. Delegation to the Third United Nations Conference On the Law of the Sea, and drafted policy initiatives on the Arctic and earth remote sensing. He also lectured on these topics abroad. Rose retired in 1989, relocating to the Seattle area where he has engaged in an active writing and publishing career.

It mostly covers the navies of the US, Britain, Japan, and Germany. It discusses the Washington Treaty of 1921 and the London Treaty of 1930. Chapter 5 includes an interesting critique of the Japanese "Yamato" class battleship designs mostly from the US naval architecture point of view..
There is the usual discussion of naval combat in the war years 1939 - 1945 but not much new here. - Reviewed in the United States on April 19, 2007Format: PaperbackIf you don't know the Battle of the Atlantic from the Battle of Leyte Gulf, you'll want to do a quick review of U.S. naval history during World War II before starting Dr. Rose's second volume in his Power at Sea trilogy. That said, I think that even the casual historian will find this book well worth their while. A revealing look into the rise of the aircraft carrier as the dominate weapon of sea power is only one of the several intriguing topics covered. I was particularly fascinated by the section that described how close the axis nations actually came to winning the war they had so recklessly begun. This book provides an excellent look into the era in which the United States surpassed Great Britain as the greatest sea power in the world.
