Encontrar equilíbrio entre qualidade, segurança, custo e pontualidade é um desafio. Na
saúde esses fatores impactam diretamente o atendimento dos pacientes. Instituições
públicas não buscam liderança de mercado, mas sim a excelência no serviço e gestão
eficiente. A gestão pública enfrenta desafios próprios, como exigências legais e
processos burocráticos, que exigem soluções inovadoras e criativas adaptadas a
realidade da gestão pública. Observa-se uma crescente presença de profissionais
de diversas áreas, como enfermeiros, farmacêuticos e inúmeros outros profissionais
em cargos de gestão dentro de instituições de saúde, apontando uma tendência
multidisciplinar e evidenciando um descompasso entre a educação formal e a atuação
profissional. Este estudo investiga como a Avaliação de Fornecedores pode ser aplicada
em hospitais públicos, especificamente no contexto de um hospital de Porto Alegre.
A avaliação de fornecedores, pouco explorada na literatura, é uma metodologia
de gestão que pode auxiliar empresas a qualificarem sua cadeia de suprimentos,
permitindo que critérios como pontualidade e entregas sejam analisados. O objetivo
principal foi desenvolver um hotsite como ferramenta de educação permanente do
Programa de Avaliação de Fornecedores de uma instituição pública federal do Sul do
Brasil. Os objetivos gerais foram mapear dificuldades dos fornecedores, identificar
ferramentas de comunicação digitais focadas na qualificação de fornecedores na
gestão pública e propor requisitos para um hotsite de apresentação do Programa
de Avaliação de Fornecedores. A partir da análise de dados de 58 fornecedores,
identificou-se a pontualidade como principal ponto crítico, além de dificuldades
relacionadas à comunicação e à forma de apresentação das informações do Programa.
Como resposta a essas necessidades, foi desenvolvido um hotsite como produto
final deste trabalho, com o objetivo de tornar o Programa mais acessível, atrativo e
alinhado aos princípios da educação permanente e da gestão participativa.

Mahasiswa S1 Manajemen Fakultas Ekonomi dan Bisnis UPNVJ) Manajemen sebagai sebuah disiplin ilmu yang berkembang di tengah persimpangan antara pendekatan eksakta dan realitas sosial. Di satu sisi, pendekatan eksakta dalam keilmuan manajemen menekankan ketepatan, rasionalitas, serta menggunakan prinsip-prinsip ilmiah yang dapat diuji secara objektif. Banyak teori manajemen awal, seperti teori ilmiah manajemen Taylor (1911) menekankan bahwa produktivitas dapat ditingkatkan melalui pengukuran gerak dan waktu secara sistematis, sementara riset kontemporer seperti melalui Balanced Scorecard mencoba merumuskan sistem pengukuran kinerja yang terstruktur dan kuantitatif. Namun, di sisi lain, praktik manajemen di lapangan tidak pernah benar-benar terlepas dari realitas sosial yang bersifat dinamis, subjektif, dan sangat dipengaruhi oleh perilaku manusia yang selalu berubah setiap saat dan sering sulit diprediksi. Ketegangan inilah yang memunculkan perdebatan mengenai hakikat keilmuan manajemen, yaitu apakah hakikat keilmuan manajemen dapat disejajarkan dengan ilmu eksakta yang menuntut kepastian dan rasionalitas atau justru lebih dekat dengan ilmu sosial yang menekankan interpretasi, subjektivitas, dan kompleksitas perilaku manusia. Meskipun metode tersebut dibangun dari logika eksakta dan prediksi statistik, hasilnya sering tidak mencerminkan kompleksitas perilaku manusia dalam organisasi, misalnya konflik internal atau interpretasi subjektif terhadap kebijakan. Sebagai contoh, penelitian tentang Big Data menunjukkan bahwa 70% prediksi berbasis data mengalami deviasi ketika variabel sosial seperti motivasi dan resistensi perubahan muncul dalam organisasi.

The E-government in Indonesia has not been running well. The phenomenon shows that the development of e-government implementation declared to be completed in 2024 has not been achieved optimally. This paper aims to contribute thoughts on accelerating the implementation of e-government in Indonesia. E-government is a process of digitizing government, including in the community. The targets of bureaucratic reform in the implementation of e-government include the full implementation of public digital services and the administration of national government; big data and artificial intelligence; realizing a smart city with a new way of working. Transformation is a very complex process of change and requires an ability to equate perception to change itself. The research method uses the Soft System Methodology (SSM) approach as the right method to solve complex problems. This study found that there are two main obstacles faced in the implementation of e-government. First, business processes that have not been integrated due to the low culture of various data and information between government agencies. Second, because the infrastructure of Information and Computer Technology (ICT) has not reached all government agencies. There are some recommendations provided, namely (1) managing government work systems and processes, (2) utilizing ICT in public service, (3) developing the telecommunications and information technology industry, and (4) developing the capacity of human resources in the government.

The purpose of this three-essay dissertation was to expand knowledge and theory regarding soft systems methodologies (SSMs) and data visualization approaches in business, engineering, and other social sciences. The first essay depicts a bibliometric analysis study of the historic impacts of SSM from 1980-2018 on business, engineering, and other social sciences fields. This study found 285 articles that described or employed SSM for research and included outcomes such as top SSM authors, author citation impacts, common dissemination outlets, timebound distribution of publications, and other relevant findings. This study provided a picture of who, what, why, when, and where SSM has had the greatest impact on academic thought and practice. The second essay presents research on the academic impact of Systemigrams, an associated data visualization approach, finding examples of conceptual or research development that employed Systemigrams to depict complex problem situations. Recommendations for improvement of designing these data visualizations to increase their field use resulted from this study. The final essay leverages a selection of the articles as use cases to produce a grounded theory study to identify phenomena that arose from the use of SSM for operations and firm strategy research. This study identified two broad themes including (i) scope, structure, and process challenges and (ii) performance and evaluation limitations. These themes were explained by six patterns that emerged from the publications. Each produced change recommendations for SSM process, practice, and reporting to support its continued viability and adoption in business and operations research.

Lack of effective involvement of stakeholders is one of the main drawbacks of enterprise architecture initiatives. Ongoing attempts to overcome this involveusing Collaboration Engineering to develop acollaboration process that enterprise architects can execute to facilitate collaborative sessions with stakeholders during architecture creation. This is a study of social facilitation effects in online auctions. We focus on the growth in online auctions, and the emergence of instant messaging and communication availability technologies. These two trends merge to provide a collaborative online social framework in which computer mediated communication may affect the behaviour of participants in online auctions. The interaction between buyers and sellers in traditional, face-to-face markets creates phenomena such as social facilitation, where the presence of others impacts behaviour and performance. In this study we attempt to replicate and measure social facilitation effects under the conditions of virtual presence. Does social facilitation apply to online auctions, and if so, how can it influence the design of online settings? We developed and used a simulated, Java-based Internet Dutch auction. Our findings indicate that social facilitation does indeed occur. In an experimental examination, participants improve their results and stay longer in the auction under conditions of higher virtual presence. Participants also indicate a preference for auction arrangements with higher degrees of virtual presence. Theoretically, this study contributes to the study of social facilitation, adding evidence of the effect when the presence is virtual.

The purpose of this paper is to present an application of Community OR (COR), using Soft Systems Methodology (SSM), to help a fund manager to understand how to unlock and release more resources into communities. The problem area under investigation is a perceived lack of connectivity and alignment between and within public, for-profit, and the third sectors in Scotland. We argue that as the forprofit sector controls the majority of resources in most economies, they need to be part of any solution. However, we propose an approach that offers an alternative to the neoliberal business paradigm that has become prevalent in society and suggest that this must involve the inclusion of people and communities, in part represented by third sector organisations. We collected and analysed data from 145 participants and the outcome from this research was the 'Connect model' , which was proposed to achieve the client's goal and to address a range of stakeholder challenges. In the SSM study, the 'investing in social capital' system was deemed a necessary early intervention, to bring together actors in an 'open system' that addresses the 'whole problem' area (launched as the 'Responsible Business Forum' ). Three additional concepts emerged from the study that helped refine the 'Connect model' and have implications for theory and practice: 1) the co-creation of business-community value, 2) facilitated by a conduit, 3) that unlocks a 'shared space' based on a match of shared aspirations and values .

This paper proposes that the project management discipline would benefit from the findings of practitioners who conduct research into their own practice. Project management researchers associated with a UK government-funded research project have recently suggested that the project management field requires more research into 'project actuality', focusing on social processes of how project managers think in action and that such research could contribute to more satisfactory outcomes of contemporary projects. This paper describes a hypothetical dilemma faced by a project manager and briefly describes four doctoral research projects carried out by practitioners who used action research, case research and systems thinking methodologies to address real problems they faced in their projects. It discusses their findings and some common features of these projects and argues that practitioner research using interpretative and critical research methods into actual problems faced by project managers could contribute to useful knowledge for project managers.

The soft systems methodology (SSM) method is used in this study to address the perspective of community collective engagement (Participation with the community) in the context of tourist awareness groups. This study aims to develop a new model that can increase community engagement using digital technology for tourist objectives. This research examines difficulties and formulates novel digital technology solutions through case studies on tourist awareness groups. The findings of this study suggest that the SSM method may give a comprehensive picture and enable the building of relevant and successful models. This study contributes significantly to our understanding of how to improve community engagement in technology-based tourist situations.

A tecnologia crescente tem permitido sistemas de software cada vez mais complexos e, por conseguinte, codigos-fonte cada vez maiores. A busca por codigo com falha torna-se, entao, tarefa de alto custo e, por vezes, humanamente inviavel. Dessa forma, o problema de busca por falha em codigo-fonte e melhor tratado quando modelado como um problema de aprendizado. El propósito del siguiente artículo es mostrar los resultados de investigación conceptual en torno al conocimiento de la comunicación desde una perspectiva cibernética. El enfoque permitió integrar y organizar el conocimiento existente a través de la exploración de principios y procesos fundamentales del sistema. El estudio del sistema de comunicación se desarrolla bajo el enfoque amplio de la forma de conocimiento transdisciplinario. Para lograrlo se utilizan metodologías cibernéticas de segundo orden y sistémicas como la Metodología de Sistemas Suaves (MSS) de Checkland (2012) y Checkland & Poutler (2010). Drawing on a sample of 582 articles in both academic and professional journals, we highlight the major domains and explore the most salient themes in each area. Our analysis finds that the interdisciplinary nature of eCommerce research has led to great diversity in the topics explored. Moreover, eCommerce researchers have been diverse in their use of both research approaches and methods. Our analysis delineates several areas that remain underserved, highlighting a number of research opportunities for the IS community as eCommerce continues to evolve.

O padrão de consumismo da sociedade atual ocasiona tanto o esgotamento dos recursos naturais quanto a geração descontrolada de resíduos sólidos e a consequente dificuldade de tratamento de rejeitos. As compras governamentais têm grande impacto na economia de vários países, sendo um poderoso instrumento de influência no mercado, podendo estimular o desenvolvimento sustentável. Nas instituições públicas, uma das iniciativas concretas como forma de colaborar para o desenvolvimento sustentável é a inserção de práticas e critérios ambientais nas aquisições de bens e serviços por meio de licitação pública. Este trabalho objetiva analisar a admissão e a inserção de critérios de sustentabilidade ambiental nos processos de compras no âmbito das Unidades Administrativas de Serviços Gerais (UASG) da Universidade Federal do Rio de Janeiro (UFRJ). Foram identificados os instrumentos legais existentes no Brasil usados nas compras públicas, consolidados a partir da Instrução Normativa nº 01/2010 do Ministério do Planejamento, Orçamento e Gestão. Foi feita ainda consulta à ferramenta Painel de Compras do Portal de Compras do Governo Federal, a fim de analisar a utilização de critérios socioambientais nas aquisições de bens e materiais. Além disso, foram propostas medidas que visam a aperfeiçoar e tornar as aquisições de materiais na UFRJ mais ambientalmente adequadas. Apesar de ter ocorrido um crescimento de quase 100% se considerados os dados de 2019 em relação ao ano de 2018, a porcentagem de compras com itens sustentáveis em relação ao total das compras na UFRJ ainda está aquém do que poderia ser considerado satisfatório, representando apenas 3,17% do total.

The ageing of the global population is creating a crisis in chronic disease management. In the USA, 29 million people (or 9.3% of the population) suffer from the chronic disease of diabetes; according to the WHO, globally around 200 million people are diabetic. Left unchecked, diabetes can lead to acute and long-term complications and ultimately death. Diabetes prevalence tends to be the highest among those aged 65 and older (nearly 20.6%), a population which often lacks the cognitive resources to deal with the daily self-management regimens. In this paper, we discuss the design and implementation of an Internet-of-Things (IoT) and wireless sensor system which patients use in their own homes to capture daily activity, an important component in diabetes management. Following Fogg's 2009 persuasion theory, we mine the activity data and provide motivational messages to the subjects with the intention of changing their activity and dietary behaviour. We introduce a novel idea called "persuasive sensing" and report results from two home implementations that show exciting promise. With the captured home monitoring data, we also develop analytic models that can predict blood glucose levels for the next day with an accuracy of 94%. We conclude with lessons learned from these two home case studies and explore design principles for creating novel IoT systems.

The aim of this paper is to show how speech act theory can be used in systems development as a theoretical foundation for conceptual modelling. With the traditional notion of the conceptual model as an image of reality, the predominant modelling problem is to analyse how the external reality should be mapped into, and represented in, the system in a 'true' way. In contrast to this, we maintain that the main modelling problem should be to analyse the communication acts performed by use of the system within its business context. This implies an integration of traditional conceptual modelling with action-oriented business modelling based on speech act theory. With such an approach it is possible to reconcile traditional conceptual modelling and the pragmatic aspects of language and computer use. It is argued that such reconciliation is essential to arrive at systems that provide relevant information to users and in which users can trace responsibilities for information, actions and commitments made.

Slow violence provides a conceptual framework to explore the slow and invisible erosion of ecosystems and to make visible how unseen violence inflicted upon nature (such as deforestation and sedimentation pollution) also unfolds at the intimate scale of the Indigenous body and household. The aim of this chapter is to consider the problem of theory building in a practical science and in information technology (IT) and information systems (IS) in particular. Theorising in IT design disciplines (practical science) is differentiated from theorising in other scientific fields in essential ways. Two modes of theorising are distinguished for design disciplines: an interior mode with the how of artefact construction studied and an exterior mode with the what of existing artefactual phenomena studied. Eight principles of theorising are advanced for theory building: 1) artefact centrality; 2) artefact purposefulness; 3) artefacts as systems; 4) design research variants; 5) differing logics; 6) types of theory; 7) mid-range theorising; and 8) interior and exterior modes for theorising. The implicit claim is that consideration of these principles will improve theorising in design disciplines-for both design researchers and researchers using more traditional methods. Some illustrative applications are provided in support of this claim.

This paper proposes a methodology of maintaining Case Based Reasoning (CBR) systems by using fuzzy decision tree induction -a machine learning technique. The methodology is mainly based on the idea that a large case library can be transformed to a small case library together with a group of adaptation rules, which are generated by fuzzy decision trees. Firstly, an approach to learning feature weights automatically is used to evaluate the importance of different features in a given case-base. Secondly, clustering of cases will be carried out to identify different concepts in the case-base using the acquired feature knowledge. Thirdly, adaptation rules will be mined for each concept using fuzzy decision trees. Finally, a selection strategy based on the concepts of ε -coverage and ε -reachability is used to select representative cases. The effectiveness of the method is demonstrated experimentally using two sets of testing data.
