The focus of the 2018-2022 mandate centered on housing affordability, climate action, creating a diverse and welcoming city, and other initiatives, but was significantly affected by the COVID-19 pandemic. Council spent much of the term coping with provincial health mandates, increased costs, and the closure of area shelters, which lead to a large increase in parks sheltering. The plans to advance to the Crystal Pool replacement project were shelved. The term did witness a big increase in housing approvals, for both affordable housing and purpose-built rentals, neither of which had been added to Victoria in great quantities for many years. The contentious issue of Missing Middle housing was punted to the next mandate.
