I am acheckuser and have access to some technical logs which most administrators don't, and I had a look for you. The IP you're using when you're experiencing the issue is blocked because it is acolocation centre (a "colo") according to our logs, and we regularly block these because they're often used for abuse. You might be connected to a colo if you're using a VPN service or other software that anonymizes your connection or makes it appear that you are editing from a different region. If you know you're running that kind of software, can you turn it off? (Our logs can't show if you're using an anonymizing program, but being connected to the blocked IP suggests that you are)
If you can turn that off and that lets you edit, that's a better solution than grantingIP block exemption (IPBE) to your account, which would let you edit through an IP block but is time-limited. If turning off your anonymizing software doesn't solve the problem, or if you have no idea what I'm talking about, then post again here and I'll turn on IPBE for you.
