Theodorus Heemskerk (20 July 1852 – 12 June 1932) was a Dutch politician of theAnti-Revolutionary Party (ARP) who served asChairman of the Council of Ministers from 12 February 1908 until 29 August 1913.[1]

Heemskerk's time in politics saw the modernization of the country's poor law.[2] His fatherJan Heemskerk also served as Chairman of the Council of Ministers.
