I find the concept of a "Stadttheater" difficult to explain to an English-speaking person, so maybe the literal translation you suggest, "Municipal theaters Frankfurt", is quite appropriate, although I'm not sure the word "theaters" should be spelled in lower case – could it be considered part of a proper noun?
