Constance J. Milstein is an American attorney and businesswoman who served as theUnited States ambassador to Malta from 2022 to 2025.
Milstein earned herBachelor of Science fromNew York University and herJuris Doctor fromNorth Carolina Central University.[1]
She co-founded Ogden CAP Properties, LLC. She has an extensive history of advocating for veterans and active military members; She is a founding board member of Blue Star Families, as well as founding Dog Tag bakery, which helps disabled veterans. Milstein has worked with several groups surrounding geopolitical issues and relations, including theSchool of Diplomacy and International Relations atSeton Hall University,United Nations Association,Refugees International, andUN Watch.
During theObama administration, Milstein served as an aide to theSecretary of the Army.[1]
On December 8, 2021, PresidentJoe Biden nominated Milstein to be the ambassador toMalta.[1] Hearings on her nomination were held before theSenate Foreign Relations Committee on May 4, 2022. The committee favorably reported the nomination on May 18, 2022. The Senate confirmed her nomination on August 6, 2022, by a 57–34 vote.[2] She presented her credentials to PresidentGeorge Vella on October 27, 2022.[3]
Milstein has won several awards, including the Angel Award from Blue Star Families; she has also won the Distinguished Service Award from theNew York University College of Arts & Science and the Albert Gallatin Medal from there as well.[1]
