1 January:Luxembourg takes thePresidency of the Council of the European Union.
26 January: The Commission's strategic objectives outlined as: "Prosperity, Solidarity and Security."

February

1 February –European Constitution: The lower chamber of theSlovenian Parliament, theNational Assembly (Slovene:Državni zbor) ratifies a European Union constitution proposal,^[1] with 79 votes to 4.^[2]^[3] Thus,Slovenia becomes the thirdEuropean Union state to ratify it.^[2]^[3]
16 February: TheKyoto protocol enters into force.
20 February –European Constitution:Spain approves aEuropean Constitution proposal by referendum.^[4]^[5]

April

6 April –European Constitution: Theupper house of theItalian Parliament ratifies the European Constitution proposal with 217 votes to 16, after itslower house approved the proposal in January.^[6]
19 April –European Constitution: TheHellenic Parliament ratifies the European Constitution proposal with 268 votes in favour, 17 against and 15 abstentions.Greece becomes the sixth member state of theEuropean Union to approve the constitution proposal.^[7]

May

26 May –European Constitution:France rejects a European Constitution proposalby referendum.^[8]^[9]

June

1 June –European Constitution: TheNetherlands rejects a European Constitution proposalby referendum.^[10] The referendum was consultative,^[11] and was not legally binding.^[12]

July

1 July: TheUnited Kingdom takes the Presidency.

10 July –European Constitution:Luxembourg approves a European Constitution propositionby referendum.^[13]^[14]^[15]

September

30 September:Jyllands-Posten publishes a series of cartoons which were found insulting by Muslim groups triggering protests and attacks against Europe such as the storming of a Commission office.
