TheOver Zealous Cop is a rare enemy inEarthBound. They are encountered exclusively on the beach ofSummers with a low chance of appearing on-screen; to encounter one, the player may need to traverse the beach several times before a group of enemies spawns. It is a generic version of the bossCaptain Strong inOnett, with a purple palette-swapped sprite and an identical moveset with higher stats. Unlike Captain Strong, they are differentiable from non-hostile NPCs by their blue skin and erratic movement on the field.
The Over Zealous Cop may be encountered alone or alongside aTough Guy, a similarly uncommon enemy found on the beach. When defeated, they turn back to normal. During battle, the "Battle Against an Unsettling Opponent" track plays in the background.
