Proposed resolution (June, 2013):

Change Clause 7 [expr] paragraph 11 as follows:

...The lvalue-to-rvalue conversion (7.3.2 [conv.lval]) is applied ifand only if the expression is~~an lvalue~~a glvalue ofvolatile-qualified type and it is one of the following:...

According to the current wording of Clause 7 [expr] paragraph 11, the lvalue-to-rvalue conversion applies only to volatilelvalues in the listed contexts. Presumably it should apply tovolatile xvalues as well.
