Proposed resolution (10/00):
In12.2.4.3 [over.ics.rank] paragraph 3, change
the rank ofS1 is better than the rank ofS2 (by therules defined below)to
the rank ofS1 is better than the rank ofS2, orS1 andS2 have the same rank and are distinguishableby the rules in the paragraph below
12.2.4.3 [over.ics.rank] bullet 3.1sub-bullet 2 says,
the rank ofS1 is better than the rank ofS2 (by therules defined below)...This wording is confusing. The word "below" refers to paragraph 4(which may not be clear), and the bulk of paragraph 4 deals withcomparing conversion sequences whose "rank" is the same.
