Proposed resolution (June, 2012):
This issue is resolved by the resolution ofissue 1351.
The list of causes for afalse result of thenoexceptoperator does not include anew-expression with a non-constantarray bound, which could result in an exception even if the allocationfunction that would be called is declared not to throw (see7.6.2.8 [expr.new] paragraph 7).
