Change 7.7 [expr.const] paragraph 3 as follows:
...Anaddress constant expression is a prvalue core constantexpression of pointer type that evaluates to the address of an objectwith static storage duration,to the address one past the lastelement of an array with static storage duration, to the addressof a function, or to a null pointer value, or a prvalue core constantexpression of typestd::nullptr_t...
Currently an address constant expression cannot designate the addressone past the end of an array. This seems unfortunate.
